"It is down" is usually a circuit story
An onion is not one machine behind one address the way a normal site is. Your load rides a fresh route through the Tor network, built when you click, and any weak link in that route looks identical to a dead market. The difference between "slow today" and "actually down" is a checklist, and it goes in a specific order.
Let it sit
The first load builds a circuit and can take 30 to 60 seconds; up to two minutes happens on a loaded network. A stalled progress bar in the first minute is not evidence of anything.
Take a new circuit
The onion icon to the left of the address bar has "New Circuit". Reload after. A fresh route fixes most stalled loads, because most stalled loads are one bad relay, not a dark market.
Try the next address
The three addresses at the top of this page open the same market. If one is loaded, quiet, or riding a slow route, the others usually are not. Switching costs ten seconds.
Restart Tor Browser
A stuck circuit sometimes survives "New Circuit" and dies with a full restart. On a phone, kill the app and open it again.
Only now, suspect the market
All three addresses, fresh circuits, a restarted browser, the same failure on all of them. That combination, and only that combination, is a real outage signal.
What a real outage looks like
When all three fail the same way, there is no percentage and no counter that tells you when it is back. The network state you were in has passed; your next click builds a new one. The only test that counts is opening an address. Wait an hour, try again, and treat the first successful load as the answer, not any page that claims to know.
The fake outage
Clearnet proxy pages, the .watch and .to gateways and their relatives, fail constantly and are slow constantly, and their failure screens say nothing about your actual connection to the market. If your "the market is down" experience came through one of those, it is a statement about the proxy. Go direct, run the checklist, and let the three addresses give you the real answer.
